Civil resilience

The ability of civilian systems to sustain life, governance and essential services under prolonged pressure.

Civil resilience contributes to defense capacity because defense systems depend on energy, transport, communications, medicine, local government, labor and trust. The purpose is not to militarize civilian life, but to reduce the fragility of essential functions.
